澳洲學(xué)生簽證大改革！

　　2016.4.14日，移民法條修訂條例頒布 Migration Legislation Amendment (2016 Measures No.1)Regulation 2016.

　　在即將到來(lái)額2016年7月1日，澳洲移民局將簡(jiǎn)化學(xué)生簽證分類(lèi)，只有兩類(lèi)學(xué)生簽證：

　　Subclass 500學(xué)生簽證 (Student)

　　Subclass 590監(jiān)護(hù)人簽證 (Student Guardian)

　　新政背景介紹：

　　2015年6月16日，澳洲政府宣布學(xué)生簽證政策將進(jìn)一步調(diào)整，并引入新政SSVF。

　　The changes will mean: 具體的變化：

　　? A reduction in the number of student visa subclasses from eight to two, and

　　減少簽證類(lèi)別，原先的570，571，572，573，574，575等8類(lèi)學(xué)生簽證簡(jiǎn)化為兩個(gè)類(lèi)型。

　　? The introduction of a simplified single immigration risk framework for all international students.

　　簡(jiǎn)化簽證審核，采用簡(jiǎn)化的單一移民風(fēng)險(xiǎn)指數(shù)框架來(lái)考核所有國(guó)家留學(xué)生的簽證風(fēng)險(xiǎn)。

　　The SSVF will replace both the Streamlined Visa Processing (SVP) arrangements and the current Assessment Level Framework and will apply to all international students. SSVF政策將取代SVP政策和目前的風(fēng)險(xiǎn)等級(jí)框架政策，更適用于國(guó)際學(xué)生。

　　It will lay out a student’s financial and English language evidentiary requirements based on two things: the immigration profile of the student’s country of citizenship and of their education provider.

　　基于考核學(xué)生的資金能力和英語(yǔ)能力時(shí)，重點(diǎn)考核兩點(diǎn)內(nèi)容：

　　1. 你來(lái)自哪里?(國(guó)籍)

　　2. 你將去哪里?(學(xué)校)

　　“We warmly welcome genuine international students and we are committed to improving and protecting the integrity of our immigration system.”

　　“After coming to office the Government moved immediately to improve competitiveness and it is pleasing to see growth in international student enrolments in Australia has resumed.”

　　澳大利亞教育部長(zhǎng)Pyne說(shuō)，澳大利亞將進(jìn)一步敞開(kāi)門(mén)做生意，歡迎真實(shí)和高質(zhì)量的留學(xué)生來(lái)澳洲留學(xué)，留學(xué)產(chǎn)業(yè)刺激澳洲經(jīng)濟(jì)，增加就業(yè)，強(qiáng)化國(guó)際雙邊關(guān)系，絕對(duì)是支持和歡迎真實(shí)目的國(guó)際學(xué)生的!他還說(shuō)，上任以來(lái)，自由黨政府立刻調(diào)整政策，提升澳洲的競(jìng)爭(zhēng)力，并且看到了澳洲留學(xué)產(chǎn)業(yè)的迅速回升。

　　Minister Cash said an improved approach to the administration of student visas as part of the SSVF will have clear benefits. The overall integrity of the student visa programme will be maintained, and the improved regulatory arrangements will avoid placing unnecessary burden or cost on education providers.

　　移民部Cash部長(zhǎng)說(shuō)，引進(jìn)SSVF簽證管理體系將獲益匪淺，不但維持簽證系統(tǒng)的整體可靠性，并且改善后的法律要求可以避免各學(xué)校的不必要的成本和負(fù)擔(dān)。

　　A working group with international education sector stakeholders is being formed to guide implementation of the new framework on the expiry of SVP arrangements on 30 June 2016.

　　2016年6月30日，移民局工作組與國(guó)際教育部將出臺(tái)指南實(shí)施，屆時(shí)SVP政策將宣告結(jié)束。
