中國“人才流失”嚴(yán)重.

　　近日，一則關(guān)于人才的消息引發(fā)社會關(guān)注：中央人才工作協(xié)調(diào)小組辦公室負(fù)責(zé)人在接受媒體采訪時透露，我國流失的頂尖人才數(shù)量居世界首位，其澳際學(xué)和工程領(lǐng)域人才海外滯留率平均達(dá)87%。

　　中央人才工作協(xié)調(diào)小組的官方數(shù)據(jù)表明，雖然中國目前擁有最大的勞動力市場，但同時也在經(jīng)歷比任何國家都嚴(yán)重的人才流失。

　　“人才流失”可以用brain drain來表達(dá)，brain在這里是“智囊”的意思，一般用作復(fù)數(shù)形式，如Mr. White was the brains behind the scheme. (懷特先生是這項(xiàng)計劃背后的智囊。)另外，人才流失也可以用loss of talented individuals或 outflow of talents表示。

　　2010年頒布的《國家中長期人才發(fā)展規(guī)劃》(the Medium- and Long-Term Talent Development Plan)計劃吸引2000名“頂尖人才”(top specialist/ talent)回國。然而，政府的吸引措施僅限于“物質(zhì)條件”(material conditions)如“住房和薪資”(housing and salaries)，而忽略了“支援設(shè)備”(support facilities)和良好的“科研環(huán)境”(research environment)，導(dǎo)致人才的持續(xù)流失。

　　中國要想在全球?qū)ξ磥砣瞬诺臓帄Z戰(zhàn)中, “留住人才”(to retain talents)， “吸引回人才” (to lure talents back)，“引進(jìn)人才”(to bring in talents)，就要加強(qiáng)對知識產(chǎn)權(quán)的保護(hù)(to enhance the protection of intellectual property rights)以鼓勵創(chuàng)新，也需要在國外設(shè)立獵頭公司來定位人才。
