【新詞新意】氣候融資climate financing.

　　多哈氣候大會第一階段已經(jīng)結(jié)束，除形成幾個類似談判紀要的文本外，并無實質(zhì)性進展。

　　Developing countries have submitted a proposal for a mid-term financing target for 2015, which is meant to ensure that the $100 billion a year in climate financing that developed countries have pledged to provide by 2020 in climate financing is guaranteed.

　　發(fā)展中國家提出的2015年中期融資目標意在確保發(fā)達國家承諾的到2020年前實現(xiàn)每年1000億美元的氣候融資能夠到位。

　　Climate financing就是“氣候融資”，指發(fā)達國家承諾通過征收碳稅(carbontax)、國際運輸稅(tax on international transport service)和金融交易稅(financial transaction tax)，以籌集資金，幫助發(fā)展中國家應(yīng)對氣候變化。

　　在第一階段的會議中，有關(guān)《京都議定書(KyotoProtocol)》的第二承諾期(second commitment period)等重要議題都沒有實質(zhì)性進展。
