【新詞新意】二手房交易稅費(fèi)“轉(zhuǎn)嫁”.

　　近日，二手房轉(zhuǎn)讓所得征20%個稅的消息引爆了交易市場。新華社援引稅收專家說法稱，若轉(zhuǎn)讓自用5年以上且是家庭惟一生活用房，應(yīng)不在此次規(guī)定之列;各地或在4月前后出臺調(diào)控細(xì)化政策。

　　上文中的shift the tax increase to the buyer就是指交易稅費(fèi)“轉(zhuǎn)嫁”。有些租房者表示，secondhand housing transactions(二手房交易)中的tax increase(稅費(fèi)提高)目的是制止house speculation(房產(chǎn)投機(jī))，但最終會推漲housing rental fees(房屋租賃價格)。

　　有專家表示，新政也會對demands from first-home buyers(首次置業(yè)需求)以及demands from those who want to sell their apartments and buy bigger ones to improve their living conditions(改善型需求)造成打擊。也有人呼吁，real estate tax levy system(房地產(chǎn)稅收體制)改革勢在必行。
